I searched but couldnt find any info for the psi that the in tank pump should be putting out. Anyone know what it is supposed to be?

Well I checked out the shut off mechanism and it seems to move freely. I have fuel in the head and also checked to see if the piston is moving up and down (it is). Any other ideas?

That melted piston looks like one I just pulled out of my Dodge Cummins. I had a cracked injector nozzle that overfueled big time. I would suggest having your injectors professionally pressure checked. Also check the exhaust manifold port for that cylinder and see if it has been washed clean...
