On all but the earliest models, there is a governor adjustment. There is a thumb wheel to lock the setting, affixing the throttle cable to move this setting is what you want to do. Maximum speed is set elsewhere, it's locked in with a 7/16" nut on the governor spring.

Yes, any grease will work. No need for high temp wheel bearing types. You could blend some #2 grease with some gear oil to make your own. High temp wheel bearing grease doesn't thin out at higher temps, unlike corn head grease.
