Having checked the bypass valve and replaced the filter elements, I have come to the conclusion that the less than 1 psi across the full flow filters is normal under the circumstances. The bypass filter keeps the oil "squeaky clean" and the full flow filters present little resistance.

With a higher capacity start relay, there will be a healthy inductive "kick" when it's de-energized (start button released). To keep the start button contacts from arcing, install a diode as shown below. The diode may be an 1N4004 or equivalent.
